CSEI-ASME Attended the ASME Meeting in USA

On October 13, 2015, invited by the ASME headquarters of the United States, President LIN Shuqing of China's Special Inspection Institute with the members of the delegation of CSEI-ASME Vice Chairman LI Zhijian and Vice President WANG Yong went to the United States to attend the ASME headquarters meeting. The main part of this visit was  to participate in the Global AIA (Authorization Inspection Agency) conference organized by the American Society of Mechanical Engineers, and to sign an authorization agreement with the organization on the translation and publication of ASME Elevator Standards by the Chinese Special Inspection Institute, and to visit and understand  ASME headquarters communication and training for special inspections institutes organized and implemented by the State Foreign Experts Agency.


During the visit, Dean LIN Shuqing Michael Merker,and the Deputy Secretary-General of ASME Standards and Accreditations Department  Michael Merker and Director of Standards and Regulations Development Mark Sheehan held discussions on the progress of the existing cooperation projects between ASGM and ASME and the next cooperation arrangements. Lin Shuqing The Dean and ASME Secretary-General Thomas Loughlin signed the ASME A17 Lift Standard Translation and Publication License Agreement.


Dean Lin thanked ASME for developing an intern training program for the CSEI and started implementation. According to the training plan of the foreign ministry, two interns were sent to ASME headquarters in the United States for training for three months. Interns will focus on learning ASME's advanced standards management methods, including the organizational form, operation mode, standard system revision, scientific research organization model, and standard information construction model. At the same time, they will also promote the relevant standards of China's pressure equipment.


During the discussion, the two parties also exchanged other possible areas for cooperation, including the feasibility of joint scientific research in the fields of big data processing and petrochemical inspection and maintenance. Over the years, China Special Inspection Institute and ASME have maintained a good relationship of cooperation, close cooperation in the boiler pressure vessel standards, regulatory technology, conformity assessment and technical exchanges, frequent high-level exchanges, and has always had a good interaction.


The meeting also reported on the overall work of ASME, including statistical analysis of ASME certified plant data in 2015, manufacturer data report, and changes in ASME specifications. The meeting also specially informed the new requirements of the newly revised CAP-22, which will be implemented on January 1, 2016. Prior to this, the signed project can be implemented according to the original requirements:

1. The permit manufacturer (manufactured in accordance with volumes I, III, IV, VIII, X, and XII) must always have an inspection agreement with an AIA (known as the AIA of Record). AIA of Record will perform the inspection of all certified products in the factory of the licensed factory;

2. The AIA of Record will perform the inspection of all the regulated products on site at the licensed factory. Only if the following conditions are met, can another AIA be required to perform on-site inspection: AIA of Record cannot provide inspections covering on-site installation and manufacturing, and The ASME manual of the card factory needs to describe clearly what circumstances allow other AIAs to provide on-site inspection services, a, why other AIAs are required for inspection; b. and other AIAs also need to sign inspection agreements; c. AIA of Record is required to agree to this Provisions. It also stipulates that the use of other AIAs is not allowed in small batch production.


The American Society of Mechanical Engineers was established in 1880. It is mainly engaged in the development of science and technology in mechanical engineering and related fields. It encourages basic research, promotes academic exchanges, formulates mechanical specifications and standards, and carries out standardization activities. In the field of special equipment, it mainly involves the revision and application of standards for boilers, pressure vessels, and nuclear facilities. The Society is a typical voluntary group standards organization. The ASME standards published by the Society are recognized and adopted by 96 countries around the world.
